Applied Research Solutions is seeking a full-time Software Cost SME.

Job Responsibilities:
• A software cost SME is an individual whose qualifications and/or particular expertise are exceptional and/or highly unique and would typically be recognized as an industry leader in the area of software cost analysis. A SME typically performs the following kinds of functions: initiates, supervises, and/or develops requirements from a project’s inception to conclusion for complex to extremely complex programs; provides strategic advice, technical guidance, and expertise to program and project staff; provides detailed analyses, evaluations, and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues; consults with client to define needs or problems; supervises studies; and leads surveys to collect and analyze data to provide advice and recommend solutions.
• Applies C3I&N domain-specific data and research to define software program scope, create a program-specific WBS, define all software development activities, sequence activities, and estimate activity resources and duration. A Software Cost SME should be proficient in estimating the effort, cost, staffing, schedule, and risk associated with software development efforts, ranging in size and complexity. The “Software” Cost SME is an expert in all types of project cost estimating techniques that are commonly used, analogous, parametric estimation, and bottom-up engineering estimation, in addition to special types of analysis, such as modeling of reusable and commercially purchased software, agile and/or advanced software development models, staffing constraints, optimal effort/schedule analysis, effort based on individual labor categories by month, reliability/effort tradeoffs, project-specific staffing issues, software maintenance, and calibration measures. The Software Cost SME has the ability to do accurate independent software project sizing by multiple metrics (function points, Software Lines of Code, use cases, etc.) built upon active use of personal, proprietary, and Government databases of similar domain developments, and typically has associated software sizing certifications, such as Certified Function Point Practitioner (CFPP) or Certified Function Point Specialist (CFPS). A “Software” Cost SME is an expert user of multiple effort and modeling software tools, such as SEER SEM, Price Trueplanning, SLIM, COCOMO II, etc. A “Software” Cost SME has collected the commodity specific experiences and data necessary to support these complex activities, including the ability to train the Government or other contractors on the unique challenges and opportunities of software cost estimating and analysis in this environment.
• Other duties as assigned.

• Personnel supporting this requirement must have and maintain an active Secret security clearance.
• 10 years of DoD weapons system acquisition and software cost analysis and estimating experience, demonstrating progressively more responsible assignments. BS/BA with 21 semester hours in quantitative analysis courses, plus three (3) semester hours of Calculus.
