Applied Research Solutions is seeking a full-time FMS Case Management.

Job Responsibilities:
• FMS Expertise
o The Contractor shall have comprehensive knowledge of principles, policies, and practices of Foreign Military Sales, as defined in DSCA Manual 5105.38-M, Security Assistance Management Manual, as well as internal business processes for FMS. Have a knowledge of roles and relationships between AF Security Assistance Center, Defense Security Cooperation Agency (DSCA), and State Department, and understand related policies and procedures.
o Understand End Use Monitoring and Third Party Transfers requirements and procedures. Support Government Case Manager by planning case management and execution. Provide case management expertise and guidance in addition to program documents, such as Program Milestones, Integrated Master Schedule, Transportation Plan, Test and Evaluation Master Plan, etc. Support development of plans for Integrated Life Cycle Management, per AF163-101/20- 101, for acquisition, fielding, and sustainment for our deliverable products. Support communicating supplementary requirements such as infrastructure, training, testing, and security. Support initializing and tracking to ensure funding is in place and financial requirements are met. Produce and maintain a case file of significant events, documents, and decisions. Support case reconciliation and case closure. Identify and assess risks to programs or projects, recommend risk mitigation strategies, and implement risk reduction plans. Support compliance to policies, management information systems, internal and external organizational elements, and the stages of the FMS process. Support the FMS process, to include recommendations for Letter of Request (LOR), development of Price and Availability (P&A), Letter of Offer & Agreement (LOA), and familiarity with automated tools, such as Defense Security Assistance Management System (DSAMS) and Security Assistance Manpower Resource System (SAMRS). Organize and support program management reviews, HNAI-hosted international conferences (i.e. Joint International Configuration Review Board (JICRB) and Multi-National Working Group (MNWG)) and senior level meetings, and take and distribute meeting minutes. The Contractor shall be able to support and develop various briefings/schedules of program status and acquisition tasks to senior management. The Contractor must understand responsibilities and political and cultural sensitivities for the sponsoring FMS customer. The Contractor must understand both Security Assistance objectives and diplomatic mission of the supporting US Embassy representatives as well as applicable bilateral security agreements, including the CISMOA. The Contractor must be familiar with the responsibilities and authority of shareholders, including the Lead Service, Executive Agent, NATO, Combatant Commands (especially CENTCOM, PACOM, and EUCOM), AFSAC, SAF/IA, and various acquisition centers.
• PM Expertise
o The Contractor must utilize the US acquisition process. The Contractor shall have comprehensive knowledge of principles, policies, and practices of systems acquisition and program management, as defined in DoDI 5000.02 and local instructions and procedures, as well as knowledge of roles and relationships. Prepare, review, and modify procurement documentation (e.g., evaluation factors, Requests for Proposal (RFP), Statements of Objective (SOO), Statements of Work (SOW), Performance Work Statements (PWS), Technical Evaluations, and Justification & Approval (J&A)). Support acquisition execution; track progress with program milestones, identify discrepancies, and recommend actions.
• Foreign Disclosure
o The Contractor must be familiar with technology transfer, export control, and foreign disclosure procedures and restrictions per applicable ITAR and Program Protection Plans. Ensure compliance with the Foreign Assistance Act (FAA), Arms Export Control Act (AECA), and related statutes and directives. Support assurance that program goals and objectives are in accordance with approved foreign disclosure and technology transfer requirements.
• Technical Understanding
o The Contractor shall have conceptual understanding of programmatic and technical issues related to tactical data links, aerial networks, support tools such as tactical exercisers for USAF fighter aircraft, and network management tools. Understand the objectives for platform integration, network interoperability, spectrum management, information assurance, and cybersecurity & protection (DIACAP, NIST, and Risk Management Framework). The Contractor should have enough knowledge to tailor contractual technical requirements documents and performance specifications and recommend implementation and execution strategies for various technical issues. Technical issues will be solved by technical staff, but program manager support includes recommendations to select and apply the right mixture of resources and expertise to solve different technical problems and then monitoring and providing feedback and recommendations for adjustments.
• Other duties as assigned.

• Personnel supporting this requirement must have and maintain an active Secret security clearance.

• DAWIA Acquisition Professional Development Program APDP Program Manager Level II or III Certification desirable; 10 years FMS Case Management experience desired. In addition, the Contractor must be available to travel OCONUS extensively and conduct international teleconferences outside of normal business hours.
