2019-051-A: Cost Estimating and Cost Analysis

Applied Research Solutions is seeking a full-time Cost Estimating and Cost Analysis contractor.

Job Responsibilities:
• The Contractor shall be able to manage, oversee/lead, or perform scientific work that involves designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques. The work also involves analyzing management problems and providing advice and insight about the probable effects of alternative solutions to these problems. The primary requirement of the work is competence in the rigorous methods of scientific inquiry and analysis. Professional knowledge of, and skill in applying a wide range of theories, concepts, and methods of analytical, mathematical, or statistical principles and practices to military weapons programs; and knowledge of:
• Use of routine cost estimating methods such as analogy, engineering or scientific methodology, and extrapolation.
• Use of cost estimating outputs to assess the impact various factors have on the costs to design, research, develop, operate, maintain, and dispose of a particular weapon system.
• Most appropriate phase of the budgetary cycle (planning, programming, justification, execution, etc.) for initiating new programs.
• Analyze all elements affecting costs for a project of limited scope.
• Analyze Contractor financial data using EVM measures of merit to determine program viability with respect to cost, schedule, and performance.
• Use of the ACEIT Tool Suite to perform all program office estimates and analyzes is mandatory use for working in the C3I&N Directorate (AFLCMC/HN) for all cost analysis positions.
• Analytical processes, such as setting up the problem, conducting background research, collecting and reducing data, displaying data for analysis, formulating mathematical expressions, and drawing conclusions.
• Compliance with all cost estimating guidance including the appropriate DoD, Air Force, AFMC, AFLCMC, or lower level policy, publications, supplements, manuals, etc., as well as applicable documents and regulations, systems, processes, and guides, as required.
• Other duties as assigned.


Qualifications:
• Personnel supporting this requirement must have and maintain an active Top Secret security clearance.
• Level I - BA/BS, 4 years of experience in the respective technical/professional discipline being performed, or 8 years of directly related experience with proper certifications as described in the Functionally Aligned Job Descriptions.
• Level II - BA/BS, 10 years of experience in the respective technical/professional discipline being performed, of which 3 years must be in the DoD, or 15 years of directly related experience with proper certifications as described in the Functionally Aligned Job Descriptions, 5 of which must be in the DoD.
• Level III - Advanced degree (MA/MS) and 12 years of experience in the respective technical/professional discipline being performed, of which 5 years must be in the DoD, or a BA/BS degree and 15 years of experience in the respective technical/professional discipline being performed, of which 5 year must be in the DoD, or 20 years of directly related experience with proper certifications as described in the Functionally Aligned Job Descriptions, of which 8 year must be in the DoD.
